Subject: Electrical Service at City High newest addition 

Paul  Price Industrial excavated the four pvc conduits that contain the electrical service to the newest addition to City High School on July 9. Paul Hada and Carl did the actual work. After some rainfall events, water has entered the electrical room in the conduits (4).

The four conduits were exposed. Observations include:

1.   The soil in the trench appears dry sand and clay mixture. The material at the building wall however was a bit more moist but standing water was not observed.

2.   The conduits are undamaged and joints tight where exposed.

3.   The conduits are sloped away from the building for at least 15 feet.

4.   The conduits go from a vertical stack to a horizontal stack within 20 feet from the building.

The Contractor reported two of the conduits had visible water in them when a hole was drilled in each of the conduits. At the first location nearest the building where the conduits are horizontally stacked,  the contractor reported drilling holes in the conduit for water to drain and installed a one foot deep trench below the conduits. A trench was dug sloping towards the retaining wall . The conduits were wrapped in filter fabric. The trench was connected to the rock backfill behind the retaining wall.  The trench was filled with clean 3/4 in limestone.

The idea is to drain the conduits into the "French Drain" and allow the water to drain to the retaining wall drainage system. The "French Drain" is at about 30 inches of depth and will be able to drain even in most frost situations. 

Also the connections at the building between the PVC and Steel conduit were  smeared with roofing cement and then the entire trench filled with premixed concrete.

The completed improvements have not been tested by major rainfall events. The electrical equipment room will be monitored after rainfall events and the temporary measures to intercept incoming water will remain in place.

Please advise of questions and comments. Photos were taken and will be forthcoming.I really appreciate the assistance given by your staff electrician Jeff and his helper.

Dallas,
School finished yesterday for the students. The teacherís contract runs through 
today. After that, minimal staff will be in the building. George Volk is the 
building contact. He will be who you will need to coordinate with. I have added 
him on this e-mail. Georgeís cell is 631-3437, but to keep Will, George, and 
myself in the loop, I would request scheduling and updates get put in e-mails so 
we all have the same communication. Will Hollander is the Assistant Principle 
and takes care of facility concerns. Dave Gurwell is my Assistant Director and 
also needs to be in the loop in case something he has in the works at City needs 
addressed. You can contact George to find out what the plans are and when works 
best for him. I would like to have a pre-repair meeting to get a better 
understanding of Priceís approach. This would involve George Volk and myself.

We have been flooded multiple times since you indicated you would have the area 
dug up and repaired correctly from the outside. As I indicated before, this is a 
safety concern with water coming in either from the inside or around the 
conduits feeding the new addition. Please give me a date that this will be 
repaired by tomorrow at the end of business day. It has been agreed this was a 
problem caused by the construction addition of 2004 ñ 2005. Numerous requests 
from the district and the design professional have yielded no results. We have 
cleaned up after several rains at our own expense in conditions that may or may 
not be safe to work in. Please let me know your intensions by the end of day 
tomorrow so the district can decide how to proceed. Please use e-mail or in 
writing.

Dallas indicated MLC is not responsible to coat the roof which seems to be in 
discrepancy to the attached ìCity High additionî e-mail correspondence.

The conduit is still leaking, though with the spray foam the electrician used, 
although not as bad. The type of repair made will allow water to sit in the 
conduit indefinitely. The wiring in the conduit is not rated to be under water 
to my knowledge. It will also shorten the life of the conduit. This situation 
that has existed for three years is now being questioned as a safety issue with 
water running out of a live conduit and custodianís vacuuming it up. I am 
requesting the repair be made from the outside as you indicated if this repair 
did not fix it. Please let me know how you would like to proceed.
